About the Role
For HVC, we are looking for an experienced Project Manager to lead complex district heating infrastructure projects that contribute to the energy transition. In this role, you will be responsible for delivering large-scale heat network projects across HVC’s service area, primarily in and around the Randstad region.
You will oversee projects from initiation through completion, ensuring successful delivery within scope, schedule, budget, and quality requirements. This is an opportunity to work on innovative and technically challenging projects that have a direct impact on creating a more sustainable future.

Key Responsibilities

• Lead multidisciplinary project teams throughout all project phases
• Manage large-scale district heating and thermal infrastructure projects from planning to delivery
• Ensure projects are executed within agreed scope, timeline, budget, and quality standards
• Identify, assess, and mitigate project risks and issues
• Coordinate and manage internal and external stakeholders, including municipalities, water authorities, contractors, suppliers, and utility partners
• Develop and maintain strong stakeholder relationships to ensure project success
• Support procurement activities, including supplier selection, tendering, and contract negotiations
• Promote and maintain the highest safety standards throughout the project lifecycle
• Monitor project performance and provide clear reporting to management and stakeholders
• Drive continuous improvement and contribute to the successful expansion of sustainable heat networks

Requirements

• Proven experience as a Project Manager within infrastructure, utilities, energy, civil engineering, or industrial projects
• Experience managing complex multidisciplinary projects with multiple stakeholders
• Strong understanding of project management methodologies, risk management, and contract management
• Demonstrated experience with contractor and supplier management
• Excellent stakeholder management and communication skills
• Ability to balance technical, commercial, and operational project requirements
• Strong leadership skills with the ability to motivate and coordinate diverse project teams
• Results-oriented, proactive, and capable of making decisions in a dynamic environment
• Fluency in Dutch and strong communication skills in English are preferred
